Fullwell launched in 2024 as an independent organization after growing for 13 years as the Food & Agriculture Program at SPUR.
The entire program, including our staff, is focused on the same campaigns, only now from a new home.
Our Priorities
Making healthy food more affordable for low-income Californians
Supporting a healthy, local, sustainable and fair food supply chain by improving the food purchased at large public institutions like schools, hospitals, and jails.

Prior to launching as Fullwell, we covered a wide range of issues at SPUR, including urban agriculture, the value of a local food economy, the role of cities in promoting food manufacturing and distribution, the implementation of soda taxes, and agricultural land preservation.
Fullwell is fiscally sponsored by Community Initiatives, a 501(c)(3) nonprofit organization

Denisse Becerra, Senior Policy Associate

Denisse Becerra has held a lifelong passion for food and wholeheartedly believes that everyone has the right to access sufficient, sustainable, and healthy food options. In her role as Senior Policy Associate at Fullwell, she works on the organization’s campaign to make fruit and vegetable supplemental benefits a permanent part of the state’s CalFresh food assistance program and also supports the campaign to adopt medically supportive food and nutrition interventions as permanent Medi-Cal benefits.
Prior to joining the Fullwell team, Denisse solidified her interest in advancing policy change while working at ExpandLA, a nonprofit that aims to bridge opportunity gaps for youth across the Los Angeles County area through the power of expanded learning programming.
Denisse earned her Bachelor’s degree in Economics and Spanish from Wellesley College. -
Katie Ettman, Deputy Director

Katie Ettman is a lifelong advocate. In her role as the Deputy Director at Fullwell, she leads two of the organization's policy campaigns. The first is making medically supportive food and nutrition interventions permanent Medi-Cal benefits. The second is building public institutions' demand for values-aligned food through adoption of the Good Food Purchasing Policy.
Prior to joining Fullwell, Katie was the Senior Policy Manager at SPUR a nonprofit think tank for nearly 6 years. And before jumping into policy head first she worked with the Food Bank of the Rockies in Denver, Colorado managing the procurement of fruits and vegetables for 30 counties in Colorado and Wyoming.
Katie earned her Master’s of Public Administration from The University of Colorado Denver and a Bachelor’s degree in Public Communication and Community and International Development from The University of Vermont.

Grecia Marquez-Nieblas is committed to shaping a future where communities are fed, healthy, and sustainable. As Senior Manager at Fullwell, she leads the implementation of fruit and vegetable supplemental benefits programs, provides technical assistance across California, and supports Fullwell’s advocacy campaigns.
Before Fullwell, Grecia was the Food and Agriculture Program Manager at SPUR ensuring the successful implementation and improvement of supplemental benefit programs. Grecia’s passion for policy began at the University of California Riverside where she balanced providing emergency basic needs services and advocacy to allow college students to participate in Calfresh.
Grecia earned her Master’s in Marriage and Family Therapy from Hope International University and a Bachelor’s in Psychology from the University of California San Diego.

Eli Zigas, Executive Director

Eli Zigas has an unusual affection for working on policy, especially laws and budgets that build toward a more healthy, just and sustainable food system. As Executive Director of Fullwell, he leads the organization’s campaign to make fruit and vegetable supplemental benefits a permanent part of California’s food assistance safety net.
Prior to Fullwell, Eli directed the Food and Agriculture Program at SPUR for twelve years. In that role he worked on healthy food access, agricultural land preservation, institutional food procurement, and creating a vibrant, accessible food system in the Bay Area. Earlier in his career, Eli was program manager for DC Vote, an education and advocacy nonprofit organization in Washington, D.C. He also previously served as President of the board of The SF Market.
